Paul Marshall of Freedom House came up with a possible answer in a statement by Karl Marx in his preface to the first volume of Das Kapital: “The English Established Church will more readily pardon an attack on 38 of its 39 articles than on 1/39th of its income.” But we know that Marx got everything wrong.
